[Debate] lifeboats and icebergs (climate change and water)

Hello All

Attached is a short piece called Lifeboats and Icebergs-- on climate 
change, water and the need for political adaptation.  It was written out 
of some frustration that-- in terms of activist focus- the linkage 
between climate change and water is often ignored, and more attention to 
adaptation is needed (but not as an alternative to mitigation and in a 
fully political context).  After all  water impacts will be experienced 
most severely at the local level by the poorest.

Your ideas and comments?

We are getting warmed up for COP17 here in Durban.  Hope to have a 
conference call with water warriors on COP17 plans soon...
