I would say that "stupid" is not the exact sense of mampara. I don't know
any equivalent of "stupid". "Stupid" is a word people don't like to hear or
use.

A moegoe is somebody who is a bit dof, or otherwise a bit of a villager in
town, but this is not what a mampara is.

A mampara is somebody who has made a fool of himself or herself in public.
That's how I understand it. It's not a monopoly of stupid people to make
fools of themselves. More often its the clevers who do so.
