Well, the report is about aggregate growth, not distribution thereof.
But with growth there is something that can be distributed, should the
political will be there... Moreover, the interesting part of the story
is that it is not only the resource exporters that have seen improved
growth (that the countries enjoying an unprecedented basic resources
boom are growing is hardly news).
