Sean and Maj have been working on legal and policy research supporting 
social movement challenges to prepaid meters for over five 
years,including during a two year residence in Johannesburg where they 
each worked with the Municipal Services Project. Maj Fiil now directs 
the Water Program at the Washington D.C.-based Food and Water Watch. 
Sean Flynn teaches human rights and essential services policy at 
American University Washington College of Law. Both are in South Africa 
to assist social movement advocacy for justice in the delivery of 
essential goods and services.
