The main thing is that the ANC was able to meet the 50% quota of women
with ease and with distinction in my opinion and this is an example
for the Party and will be a practical help to the Party in terms of
the female leadership that this election, in general, brings forward.

I think your explanation may partly be that Manto Tshabalala got a bit
of a sympathy vote. There are people who didn't deny the S Times'
right to do what they did to her, but didn't like it anyway.

There were people in the women's league who supported JZ and others
who didn't, and then there was the necessity to fill the 50% quota.

I think this is real democracy. People didn't do their voting with a
slate of names in one hand and the stickers in the other hand. They
had to choose 80 out of 180 and try to get not less than 41 women.
It's not so easy.

Those who failed to manage this would have been subject to a cut-off
formula which demoted some men and promoted some women.

If the election was run again with the same candidates and the same
voters the result would probably look different, but not different
overall.
