Well, I have just scanned the Charter...and find it even more mealy-mouthed 
than I had expected.

The language is liberal-democratic at best, neo-liberal at worst.

I don't for one minute imagine that any of the proposed conditions are going 
to cause a moment's pause to the INGOs involved, far less discomfort or 
pain.

What we now need (from someone better informed than me) would be a critique 
of the Charter, followed by an alternative, cast in radical-democratic 
terms.

The existing Charter looks likely to increase the feel-good factor amongst 
the signatories - something they already have in spades.
