The official wisdom coming from those in government circles
closely involved in the drafting of NEPAD holds that the
leading role played by the South African state is motivated
by national interests and the need to create a favourable
environment for socio-economic development on the
continent. On the contrary, in this Booklet we argue that
it is the interests of the large sections of South African
capital that explains the role played by the local state in
the life of NEPAD. Having successfully shaped the hegemony
of neo-liberal policies in South Africa, these social
forces have set out to extend these to the rest of the
continent through the adoption of NEPAD. In this Booklet we
will show how the expansive needs of South African capital
are responsible for measures to open-up economies of other
African countries and make them conducive to capital
accumulation.
