As the African Union summit and the Grand Debate on the Union  
Government to be held in Accra, Ghana, approaches, the AU-Monitor is  
excited to offer its readers daily updates from the summit, a special  
issue of Pambazuka News “The United States of Africa: African  
Perspectives” as well as key documents, information and news.

Key AU Summit Documents Now Available

The draft agendas for the Permanent Representatives Committee, held  
on 25 – 26 June, the Executive Council , to be held on the 28 - 29  
June and the Assembly of the African Union, held on the 1-3 of July,  
are now available.  Please find them attached.

Additions to the AU Summit Calendar

The Institute for Security Studies (ISS) is organising the Launch of  
7 papers (5 in English and 2 in French) on the United States of  
Africa debate. This event will be organised as part of the broad CSOs  
activities in Ghana on the 27 June 2007.

Development Plan for United States of Africa Unclear

Ayuure Kapini and Suleiman Mustapha , 14 June 2007, The Statesman,  
Ghana—As the debate on what structure the proposed United States of  
Africa should take rages on, a Parliamentarian has raised the  
question of what type of development concept should accompany the  
unity proposal.

Referendum Before Decision Making is Paramount

A political science expert has appealed to all foreign affairs  
ministries within Africa to consult their citizenry and ask for their  
participation in the formulation of a position for the creation of a  
United States of Africa at the upcoming African Union Summit (AU).

Professor Kwame Boafo-Arthur, Head, Political Science Department,  
University of Ghana, Legon, recommended that prior to the AU Summit,  
to be held in Accra in July, information about the proposal should be  
disseminated to all member governments.

Africa Needs to Look at the Past to Forge Ahead

Mammo Muchie, Business Daily, 14 June 2007—It is now over 50 years  
since Ghana became independent and the first president, Dr Kwame  
Nkrumah, declared the country’s independence as nothing, but a great  
launching pad for the full and complete liberation of the rest of  
Africa.

It is 43 years since the Organisation of African Unity (OAU) was  
formed. It is five years since the African Union (AU) has been  
established. It is remarkable how Africa is now caught in what Karl  
Polyani would have described as the “double movement.” Once more  
the great debate to pursue the goal of an accelerated united Africa  
has picked up momentum by using this half century as a moment to  
pause and reflect the past in order to chart the future and face the  
challenges ahead and look far ahead to make Africans fully  
democratic, rich and strong.

Communiqué from Kenyan Public Forum

On June 8th 2007, the Solidarity for African Women’s Rights  
Coalition, Open Society Initiative for East Africa, ActionAid, UN  
Millennium Campaign and Oxfam with support from the Kenyan Ministry  
of Foreign Affairs organized three activities to popularise and  
inform the Government’s position on the AU proposal on Continental  
Government.

Leaders Must Finally Decide on a Government

The Nation (Nairobi), 15 June 2007, Joseph Kabiru—For the first time  
in the history of the African Union, all the 53 African leaders will  
converge in Accra, Ghana, next month, to discuss an ambitious  
proposal for an African Union.

The heads of state, under the chairmanship of Ghanaian President  
Kufuor, are expected to debate whether to accelerate the continent’s  
integration by establishing a union Government by 2009 and the United  
States of Africa in 2015.
