Leaders Must Make 15% Pledge

The Africa Public Health Rights Alliance “15% Now!” Campaign has  
called on the new Chair of SADC President Levy Patrick Mwanawasa to  
make it a priority of his term of office to ensure that alongside  
upholding Democracy and Good Governance, all SADC countries emulate  
the leadership of Botswana and meet the Abuja African Union pledge to  
allocate at least 15% of national budgets to health.

Peoples’ Summit on EPAs

Hundreds of representatives of social and labour organisations, faith- 
based, community-based and health networks, small farmers, traders,  
women and youth organisations, and developmental, human rights and  
environmental NGOs from across the whole of the Southern African  
region have gathered in a Peoples Summit in Lusaka, Zambia, 15-16  
August 2007, parallel to the SADC Heads of State summit.

Launching of SADC Brigade

The security of African Nations remains subject to a variety of  
military and non-military risks that are multi-dimensional and often  
difficult to predict. Whilst the potential for inter-state disputes  
have not diminished, the last ten years have seen the appearance of  
complex new risks to peace and stability, including oppression,  
ethnic conflict, economic distress, the collapse of political order,  
the proliferation of small arms and organised international crime.

Zimbabwe Economic Recovery Plan

BuaNews—Southern African heads of state have mandated their  
countries’ finance ministers to draft an economic recovery plan for  
Zimbabwe, in tandem with that country’s government.

Demands to Delay EPAs

John Mbaria (The Nation)—Civil society groups in Africa have called  
for the suspension of the Economic Partnership Agreements (EPAs)  
negotiations between the European Union (EU) and the 77 African,  
Caribbean and Pacific countries for at least three years to allow  
African governments to critically look through other regional  
initiatives they are already engaged in.

PAP and ACBF Sign Grant Agreement

The President of the Pan African Parliament (PAP), Hon. Dr. Gertrude  
Mongella, and the Executive Secretary of the African Capacity  
Building Foundation (ACBF), Dr. Soumana Sako, signed a Grant  
Agreement, according to which ACBF will make available to PAP the sum  
of two million US dollars over a period of four years to support the  
institutional capacity building of PAP.

Anjouan Leaders Risk AU Sanctions

PANA—Enraged by the intransigence of the de facto authorities of  
Anjouan and their lack of cooperation with the regional initiative to  
resolve Comoros’ political crisis, African Union’s Peace and Security  
Council (PSC) has warned it may impose targeted sanctions against  
some authority figures on the island.

Siala Talks with AU Commissioner

PANA—The Deputy Secretary of the Libyan General People’s Committee  
for External Relations and International Cooperation, Mohamed Tahar  
Siala, had talks Thursday in Tripoli with the African Union (AU)  
Commissioner for Economic Relations, Maxwell Mkwzalamba.

Ubuntu Antidote for Continent’s Woes

Abdul Milazi (Business Day)—Africa should rediscover ubuntu as it was  
an instrument of its own salvation and a panacea to its economic and  
political ills, New Partnership for Africa’s Development (Nepad)  
Business Foundation chairman Reuel Khoza said earlier this week.

Zambia Deports Zimbabwean Activists

Dennis Rekayi—The Zambian government, working in collusion with the  
Zimbabwean authorities in Zambia, has deported 65 delegates to the  
SADC People’s Forum, which is held parallel to the SADC Heads of  
State Summit.

Africa-Europe Youth Summit

An Africa-Europe Youth Summit will take place in Lisbon 4-7 December.  
It will gather African and European participants interested in the  
developing EU-Africa partnership. The aim of the summit is to  
increase young people’s participation in the Euro-African Cooperation  
and to reinforce youth work in Africa and Europe influencing the  
youth policy in Euro-African Cooperation. An immediate expected  
result is the submission of a final declaration by a youth delegation  
to the EU-Africa Heads of State Summit.  The call for participants  
and application form are available for download in English, French  
and Portuguese at the Towards Lisbon 2007 website.
